I am wondering if there is a government record of my grandfather who served in World War II. Specifically I am wondering if the U.S. government kept photos of service man with their personnel files?

I doubt it. I made occasional use of 201 files in the '60s and don't recall any photos, though there was probably a copy of the picture on the military id card.

If you know which regiment he was in, it might be worth writing to their HQ and asking if they have anything in their archives.
