If you are considering this to meet a Health Care Facility requirement the answer is no. Article 517 is applicable to Human beings only not animals. That being said there would be GFCI requirements and grounding requirements depending on what type of animals are being treated and how they are housed. Article 547 may be of interest especially Equipotential Planes.
