BT4.0 LE - HWchange needed?

Hi,

I am developing a health monitoring smart watch. It is currently having Bluetooth3.0. Does it require a PCBA(Printed Circuit Board Assembly) or any other hardware upgrade it to Bluetooth4.0LE?

Also is Bluetooth4.0LE, backward compatible with Bluetooth3.0?
