I have a 277v/480v 3 phase 4 wire panel and its stands 38'' of the ground, the ceiling height can be no less than how inches AFF? the panel is 48'' tall and 24 '' wide

Sounds like an apprentice asking a question. Working clearances around electrical equipment are in the NEC. Take a look at Article 110.26(A)(3)
