Could a law be enacted to restrict campaign donations to incumbents without an equivalent restriction of the challengers?

How would it address dark monies? There is no public accountability for any of it thanks to the Supreme Court. How would you know how much to restrict?

The restriction on donations to incumbents might be kept as it is. The present restrictions on donations to challengers would be removed.
