Do they replace the covers with the same? Seems to me they'd design a theft-resistant cover.

Covers can be locked down, but the more elaborate ones are also more expensive. For repeat problems, off the highway, sometimes we put concrete on top (and hope we don't have to go back there in a hurry)

Transportation in Hong Kong and in Nuremberg is extremely good; these are two places I have visited in recent years. When public transport is used by all, and not just the lower classes, then we have progress- unless we're talking about the London Underground.

Deeds, such as 'tagging" aside, the London Underground - the "Tube" - is an exception to my prior statement. It is well designed, and a pleasure to ride, in contrast to the subway in Paris.

Hamburg sounds a bit like Homburg and that to me means hats. Large black ones, with a contrasting band, as worn by Chicago gangsters for example in "Guys and Dolls".
