Unknown aquarelle (paris), need your help to identify it

I am having a hard time identifying this aquarelle painting. the signature is hard to decipher, it is one tough riddle, can you make sense of it?
I thought it might be the pont neuf with the tour eiffel in the background, so possible a parisian painter. the painting might be 10-20years old?
