Which is correct in terms of grammar: "7 Best Places to Eat in New York" or "7 Best Places to Eat at while in New York?"

Both correct, second one kind of heavy.

If you're looking for a headline, which this seems to be, lose (omit) all extraneous words.

Thanks, but I asked a Grammar professor and she said this is a case of dangling modifier. I guess it would work as a title for an article.
