There is an election with 5 candidates for three positions. The voters are mailed, ahead of time, a ballot with all 5 names. They are instructed that they are allowed to vote for 3 of the 5 candidates. The majority of the ballots are mailed back to await election day opening of the ballots. Before election day, after a majority of ballots are mailed in one member withdraws from the election. Does the withdrawal of the candidate skew the results of the election if that candidate never entered the election?

What do you mean that candidate never entered the election? Was his name on the ballot or not? If it was, then yes that skewed the election, and you might want to do the whole thing again to be fair.
