I just purchased an oil painting and someone painted clothes on a woman in the picture...she was originally nude and i'd like to restore the painting to how it was originally painted

Are your funds unlimited?
Seriously, what I'd do is Google keywords 'oil painting restoring'.
However, to my knowledge I don't think it's practical without damaging the painting underneath.
