Serious media and even the UN have are doubts about the authenticity of that "edict" attributed to ISIS: it has typos and language mistakes and is signed by "The Islamic State in Iraq and the Levant", a name the group no longer uses, instead referring to itself as the Islamic State.
This alleged fatwa, which circulates since two days, may have been aimed at discrediting ISIS.

FGM is a predominantly African ethnic practice. It has nothing to do with Islam. Ethiopia for example is 62% Christian, with only 33.9% Islam, yet 74% of the women have had FGM.

That is great news that ISIS might not be planning on having all those women mutilated however as far as discrediting ISIS that is not too hard a thing to do even without the mutilation edict.

For one thing there seems little question that they are telling Christians to either convert or move or face death.
