The word outlining is used to ask you to describe in brief terms, not in great detail, what you do or do not like about your city.
For instance, you could say you like the parks, but not the trash people leave in the park gardens.

This sounds like an argumentative evaluation. What i would do is focus on logos, ethos, and pathos in one particular aspect of the city. Why you like it and not like about it? what do you think you could do to change the aspects that you don't like? Why should someone else like that cretin aspect? Then i would end it with a persuasion to your audience to go and look at it then recap why you like it in other words.
