tools for measuring learning
Or
tools to measure learning

the instrument was translated to use in Mexico
Or
the instrument was translated for use in Mexico

adapt the instrument to Mexican classrooms
Or
adapt the instrument in Mexican classrooms

Extending the use of the instrument to Brazil
Or
Extending the use of the instrument in Brazil

Had recently moved there
Or
Had moved recently to there
