How would you make college less bureaucratic?

Where are you seeing bureaucracy? That's an awfully broad question (and I bet it's for a debate or an assignment). Is it in registering? Getting grades? Getting a transcript? Applying for a scholarship?

The larger the schools, the more impersonal they become. The same can be said about class size. The larger the class size, the less attention one gets from the actual professor.
