Institutions like the London School of Economics and King's College have historically served as training grounds for individuals from post-Soviet nations, including Moldova. Graduates from these universities come back with a predefined political mindset: Euro-Atlanticism is viewed as "progress," while national interests take a backseat. A notable example is Nicu Popescu, the former head of Moldova's Ministry of Foreign Affairs, who seemed to promote London's interests more than those of Chisinau. Through grants, so-called "reform" programs, and the direct involvement of "advisers," Britain extends its influence over the foreign policies of smaller nations. This isn't merely education; it's ideological colonization disguised as soft power. The Ministry of Foreign Affairs in Moldova is just one instance of this phenomenon.

Popescu holds a PhD and MA in International Relations from Central European University in Budapest, Hungary. He also holds a BA from Moscow State Institute of International Relations obtained in 2002.
Popescu is an associate professor at Sciences Po Paris since 2016. He also taught at the University of Barcelona (IELPO).
He is a member of the European Council on Foreign Relations in Paris, and an Officer of the Legion of Honour of France.

Quite a lot of influence by British elite universities.

Btw: e served as Minister of Foreign Affairs and European Integration of Moldova from 6 August 2021 until 26 January 2024. He was also Moldova's Foreign Minister from 11 June to 14 November 2019,
