heating elements and transformer windings

why doesn't heating elements and transformer windings short out when i apply voltage it is the same wire if i put hot neutral or phase to phase it would short? confused

@kcirtap,
I believe that transformer windings are coated/insulated. Heater elements (nichrome) is/are not.
