The 120 voltage decreases to 55 when load (sign) is hooked up to it.

Shelby, we need a little more information. Is this Neon or some other type of illumination? There may be a power supply (transformer) that has gone bad. A photo might help if you have one.

Shel, check to see if there's a voltage on the return or ground lead w/resp to neutral. If so, then a wire is broken somewhere
