Not really, at least not any more than God is responsible for other birth defects. Being a psychopath is a birth defect of sort and it involves lack of a kind of a modeling facility which the rest of us have, and that modeling facility is a relatively new kind of thing which became necessary just a few thousand years ago. Involved are both an ability to model other humans and animals (empathy), and a similar ability to model sequences of events i.e. deal with ideas of causes and effects, and actions and consequences.
