Tell me, is this is a legal issue or a political one

Many years ago - before the great wars - Americans
did not pay any such thing as a tax on their income.
They owed no one for what they earned, because they
were free men. Well - no free women yet...but much
later on they got close to that. So, my question is
how did something that was illegal, become legal?
Is this a good place to ask this question, or can
you steer me in the direction of another more
promising area of inquiry??

I would say you are in the right spot. The issue of an income tax existing seems more "legal' than political. The question of Why an income tax is needed or who is taxed, etc.. would roll into politics.

***Do you Know?Are there still people out
there who are still refusing to pay income
taxes and who send in a blank, signed IRS
form in each year?? I heard of a movement
of this sort about 15 - 20 years ago - just
curious if it is still going on. Not that it matters
a hill of beans to me, as I am totally disabled,
& any income of mine is nontaxable anyhow.

There are still tax protestors out there that push it with the IRS. I saw something about a bunch of them being rounded up and arrested last spring. They were running seminars telling people how Income Taxes were illegal and how to defraud the government and avoid paying them.

I've never really looked into the whole issue they present because it seems patently silly to me and the few people that I've run into that have believed these groups ignored major flaws in their arguments.
