Stop and Frisk

A federal U.S. judge decided a case ordering New York to limit its stop-and-frisk program and to hire a special monitor selected by the judge to monitor compliance.

I believe Article III of the U.S. Constitution gives the judge authority to make the decision. What gives her authority to order the special menitor, etc?
