This menu occurs with a "T" logo top left.

Sounds like you have some malware. Might want to run CCleaner or something similar.

Thanks. It appears to be associated with google chrome. If I go through ordinary google It does not happen,

Now identified as a program called "webcake" and uninstalled via control panel.
