They should put Z in there. It's useful at times. I can see why one can do without C or Q, especially C. I'm not sure how many letters the Latvian alphabet actually has because I don't know whether the ones with diacritical marks are counted are separate letters or not. There is no Q, W, X or Y in written Latvian. We do have C but, in reality, it could be replaced by a consonant dipthong in that it is always pronounced 'ts', never 's' or 'k' as in English.
