Does it mean "scientific publishing has falled victim to cyberdcrime"?
Most likely. does it mean "scientific publishing has encountered cybercrime."
In that case, "meet" should be "meets."

Context:
Sham journals scam authors
Con artists are stealing the identities of real journals to cheat scientists out of publishing fees.

I would use "meet". "Meet cybercrime" is an imperative. A command.

Yes. They have encountered it, and been taken advantage of by it.

It means that, yes, more or less, but grammatically it is like, if you were to meet Roger someplace, I would introduce you by saying, "oristar, meet Roger". It is a metaphorical meeting, when scientific publishing is confronted by cybercrime.
