I might be mistaken, but I think that's a young Muhammed Ali and Sonny Liston. I don't think that was a commercial, but rather a promo for their upcoming fight.
If I remember correctly Muhammed was saying,
"I float like a butterfly
and sting like a bee
you want this cooookie"
Looks like he's saying "that's not funny" but I have no idea what he is holding. Reminds me of the blob.

Looks like an ad for Hostess "Ho-ho's" . . .
The file name is candybar.gif, so it's probably not a Ho-Ho. I opened it with Adobe ImageReady and zoomed in to 200%. The reason there's something moving on the candy bar is that someone has gone into each frame and put a broad gray line across the wrapper so you can't see the product's name.
