The present perfect aspect is used, in this case of yours, in one of two ways. More context/detail would likely let us know which it is. It is either the PP of current relevance/hot topic or the PP of Continuation.
When we have a past action that we want to make stand out, to give it a greater of importance, we can use the PP. You often find this used in newspapers and other media sources.
The Black Sox have won the championship.
The Chancellor has suffered a heart attack.
The Pooskapani River has flooded the whole valley.
The second, the PP of Continuation might have seen the question asked,
How many times have they won the Final Cup?
Both of these examples contain with them the feeling/the notion of "Up to now" and this is what the present perfect has, a strong connection to NOW.
