How I understand the meaning of "money talks; bullshit walks"

I think it means "money has its tongue that can talk with persuasive power; bullshit has its legs tht can walk around and spread afar."

Do you agree with me?

I think it is more like "If you don't have money, I am not going to bother with you" (i.e. bring money or go away.)

Money gives one the power to do the talking [even if and when that talk is bullshit].

Bullshit walks = someone who is bullshitting/lying/prevaricating quickly flees from the discussion/argument.

It is partly like you have said with money having persuasive power...

What does it mean when someone says it...?

It means that talk is cheap...Money will persuade people to do things you want them to do...And everyone has their price...

It's an expression often used in the business world. means: If you have money, then you can make the deal; if you are only talking, making promises, lying, etc. (bullshitting) then you can do nothing but walk away from the deal.

There's been a lot of offers, Ori, all certainly have a measure of truth to them. I guess this once again illustrates just how important context is.

I can see a context that fits your idea perfectly.

The US spreads its bullshit/propaganda far and wide and because of its incessant nature, a lot of it sticks.
