Is "statues coming down" in its literal or figurative meaning here?
I don't know why statues are especially mentioined here.

It was literal. They tore down the wall as well as communist hero statues. If you're asking if historically that occured, the answer is yes.
Well, it's hard to say. It was literally true that in the early 1990s, statues of prominent communists were pulled down, but the entire sentence has a figurative meaning of great, radical change taking place.

Statues are mentioned because that is what often happens in these radical shifts in governments. Toppled statues are symbolmatic [sp???] of these events. I agree with Setanta that the intended meaning in this case is almost certainly figurative.
It unlikely that any physical statutes would have remained standing that long.
