Why do we say: The money is safely in the bank?
And not: the money is safe in the bank.

a lot depends on the context, they mean two different things

the first could mean the money was delivered safely to the bank, the second, the money is safe in the bank

if someone is using the first to simply mean the money is in the bank it's not the best use of the word
