what causes the water in the toilet to swish when the wind blows outside?

Swish or swirl? Well, the drain line has an atmospheric vent, and it's probably due to fluctuating pressure in the vent line.

Roger's explanation seems plausible, I guess. He was pretty quick to respond. I've never seen the toilet water swishing, though.
