A dance show judge recently commented that the Olympic gymnast amateur dancer, but recent gymnastic medal winner, shouldn't kick higher than his professional dance partner. It would be sarcasm, but done with affection and gentle irony it doesn't sound right. A litotes perhaps?

I don't know what you'd call it but it's not a litotes. Litotes is something else entirely -- a positive assertion in a negative sentence construction.
