Painting Outdoors

I just had a block wall built and am going to have it painted. I've talked to a couple painters & some say to wait until it stop raining & others say they'd have to wet the wall if it wasn't raining. Does anybody know the right way to do it or a website that might help? thanks!

If you look at the product application guides they list "high humidity" as one of the "extreme conditions" where more caution is necessary when applying. From the looks of it, it's much more likely that you'd need multiple coats if you are painting in high humidity to complete the job. Maybe that's the concern???
