Sound Traveling

I live in a 15th floor apartment. Sometimes I hear music coming from outside. But when I go outside, I can not hear it.

Does sound travel up more than laterally?

No, but it does travel through the structure, especially the bass notes. If you want to drive your downstairs neighbor bonkers, direct your sub woofer directly into the floor.
