I'm a business owner in Oregon and would like to hold a drawing for my clients when they come into our store. I see the local gas station down the street does it and wondered what the rules are so I know how to keep it legal. Do I limit the number of submissions? Can I limit entry to only my customers? Just looking for specifics.

What sort of drawing are you considering? Are there any prizes involved? If so, then it's likely you can't charge money for entering the drawing (that would be the equivalent of holding a lottery, and states like to maintain their monopolies on those).
