Actually, mine is almost that bright, I just didn't know how to get my camera to catch the same depth of color. :/

I think the artist is Walter Crane... I used to have a book with pages of these illustrations at my grandparents' house (it was my favorite book, so of course it got thrown away...). I found illustrations that match this one (right down to the little artists' mark in the bottom-left) at this website: http://www.sotherans.co.uk/Prints/decorative/children.php?stk=2052917
