Still listening. The perf drains I'm acquainted with are for draining water from low points to lower points and so water filters into the perforated drains, so to be take elsewhere. This doesn't seem to be what is going on at your house.

Have you spoken with neighbors?

I am only in favor of fixing what is broken.

If
there is easy access to the pvc (which from the markings is the regular stuff, nothing special) you could run a snake down it or push a garden hose with the nozzle on narrow full force down it until it stops, then turn the water on and see if you can push it down any further (harder than it sounds),
go ahead.

BUT
if it hasn't caused any problems
