Car Repairs For The Disabled!

Are there any repairs shops that do car repairs for the disabled in different cities? I need the brakes done on my car and am unable to contact the person that usually works on my car. I can't afford to be gouged since I'm on a limited income. Most regular garages will take advantage since I am disabled! Thanks for any help! I live in Essex, Maryland a suburb of Baltimore!
