You know, poor old Cruikshank’s been trying his damnedest to get out of
that bloody Calcutta commission since Christmas, and Penderghast
won’t even hear his petition.Now he’s got himself lined up with a
nice girl from home apparently and is planning to ship her over and
march her up the aisle within the month. Poor girl! Bound to be
half-sharp.

I have NEVER heard that expression of "half-sharp" before.

If something is "half sharp" then, presumably
it is not very good; half-dull.

That expression is not known in America.

YES; it IS taken to mean dim-witted,
but the context that was provided to us
does not support that conclusion.

'Sharp as a marble' is a Foghorn Leghorn phrase for not being blessed with intelligent and wit. I'd assume it applies here.

In the Panhandle of Oklahoma, being called "About half-smart" is actually high praise.

In some rural English dialects "half sharp" means "stupid".
