Commissioner of the Food and Drug Administration

The FDA does not appear to be a commission but an ordinary part of the U.S. executive branch. Why is the head person titled Commissioner? Are there other commissioners who vote on FDA policy?

Does the FDA Commissioner have a term of office?

I read both of those before I posted my question. Are their other commissioners? Is it a commission?
