It's "Tele-town hall". The enclosing quotes imply:
(1) that you need to consider the whole phrase
(2) Although "Tele-town Hall" is a proprietary brand name used by an American communications company, the newspaper is using the term generically, i.e. it is not implying that the same company is providing the service.
