It is an idiomatic expression which means in all directions. In Greek mythology, there were the Anemoi, the winds, of which there were four important winds, representing the cardinal directions: Boreas was the wind from the north, Notus was the wind from the south, Zephyrus was the wind from the west and Eurus was the wind from the east. The idiomatic expression "scattered to the four winds" means in all directions, scattered everywhere, completely dispersed.
