If, in a baseball game, the batter hits a ball splitting it right down the center with half the ball flying out of the park and the other half being caught, what is the final ruling?

The ruling is that you are not on planet Earth. I doubt anyone would be able to hit a ball with that kind of velocity as the kinetic energy would not all be devoted to getting the ball out of the park, plus a split ball would be far less aerodynamically sound and would hit wicked wind resistance.

The batter is ruled out for using an axe instead of a bat.

(d) He uses or attempts to use a bat that, in the umpire’s judgment, has been altered or tampered with in such a way to improve the distance factor or cause an unusual reaction on the baseball. This includes, bats that are filled, flat-surfaced, nailed, hollowed, grooved or covered with a substance such as paraffin, wax, etc.
