the testimony included arguments in favor of economic incentives to encourage soviet restraint, but he could not outmaneuver Senator Henry Jackson.

can anyone explain the meaning of this sentence? thank you

Presumably Jackson was arguing against "economic incentives" (such as lifting of trade barriers etc) as a tool for restraining Soviet foreign policy and Jackson won the argument. ( I say presumably because further context is required ).
