My own personal definition of evil:

Knowingly acting in a way that you know is destructive, painful, mean, cruel to others ....

So waging war is evil? If war was declared on a nation and that nation fought back killing many people until peace was possible... would that attacked nation be evil? For it was destructive, and they obviously knew they were killing people. Let me just readjust your definition a bit to fit my definition.

Knowingly acting in a way that you know is destructive, painful, mean, cruel, etc. for selfish gain or pleasure.

Waging war under false pretenses, killing thousands of innocent people needlessly is evil.

So, yes, Bush is evil!
