Does "as has been done in the European Union" means "as EU has stopped this practice (the non-therapeutic use of antibiotics in animals )"?

That is, WHO and others recommended to take what EU has done as an example to follow?

Context:
The non-therapeutic use of antibiotics in animals continues to increase, despite recommendations from WHO15 and others to have this practice stopped, as has been done in the European Union.
