Need Help - Fluorescent Lighting Ballasts

In the world of fluorescent lighting, are things backward-compatable? In particular, is it ok to run/push a 15 watt fl. bulb with a 20 or 40 watt ballast?

I know that pushing a 40 watt bulb with a 15 watt ballast will burn up the bulb and/or ballast, but I'm wondering if it's ok the other way around.

(We're talking normal output here, not compact fluorescent or anything fancy)

20 watt should be OK. I'd expect the 40 watt one would just make it turn on faster. Don't know what it would do to the life of the tube!
