Does "limiting your treats to victims under age 30" mean "limiting your helps for the victims (vampire patients) under age 30"?

No, this is kind of a joke. The article title implies certain factors in blood can cause aging in mice. The writer has furthered the idea by implying that if Vampires want to stay perenially young, they should only drink the blood of young victims who are under the age of 30. The treats are the victims, the vampires dinner.
