Yes, but as the statement alludes - something can be public domain in one country but still under copyright in another. Hathitrust has a heap of public domain books published between the 1870s and 1920s that you can't see from outside the US because US copyright law is generally weaker than international law. (PS weaker is not worse in this sense)
