That's correct. There's no point in following the story once the police get their hands on Peter Lorre. Presumably justice prevails, he's convicted, and everybody gets on with their lives. But, as you point out, it doesn't bring back the children who died at the serial killer's hands, nor does it help us understand his motivations.
That is the movie's point.
Well, that an some not so subtle digs at the NSDAP--the police in bed with the crooks was a blatant reference to the Nazis and the SA. If i am not mistaken, Ernst Röhm and his homosexual bully boys had just returned to Germany from South America at the time the movie was made.
