Google has a lot of crap; it's not a good overall source for grammar information as getting a page onto Google's results does not require that the page be accurate, logical, grammatically correct, be free of spelling errors, be free of bias or exaggerration, or even be pretty.

You're both correct, you don't have to surf the internet for long to come across a complete idiot.

I suspect that "please be noted" is a corruption of the acceptable but archaic "please be notified".

I too am having a hard time thinking of when this passive form could be used.

"It should be noted ..." is okay.
