sat morn cartoon

ok, my friend and i were talking about this cartoon and we can't remember it for the life of us! its about a baby, and he wears a sailors cap and has a nighty on that covers his feet and he doesn't talk. but the show is about him... does anyone remember the baby's name or what the show is called (might be the same thing)? help!!! thanks!
